The Project

The three-year planned Halogen Bulb Replacement Programme (HRP) to replace all the West Sussex County Council owned traffic signals from halogen to LED technology draws second year to a close. The programme has successfully converted 70% of the planned sites to LED, completing 63 sites. This includes 5 traffic signal-controlled junctions and 58 standalone crossings. Areas like East Grinstead, Horsham, and Haywards Heath are now fully operating with LED traffic signals.

Why are we doing this work

The project will contribute significantly towards WSCC pledge to become carbon neutral by 2030 -see Climate Change Strategy (opens in new window). The LED traffic signal heads used on this programme have an annual CO2e (Carbon Dioxide Equivalent) reduction per unit of 71kg against the typical halogen equivalent. 331 traffic signal heads have now been replaced, which equates to an annual CO2e reduction made to date of 23,501kg from the traffic signal head replacements alone.

Additionally, this will reduce the need for annual lamp replacements by about 993 lamps. And over the LED's expected lifespan, it will save a total of 9,930 lamp changes. This will bring several benefits, including cost savings, less disruption for road users, and a reduction in carbon and material waste from operating the traffic signals.



What are we doing

Along with the LED upgrades, the program has undertaken extensive refurbishments, replacing all traffic signal equipment and upgrading underground services to reduce future maintenance. Additionally, improvements are being made to the footway areas around crossings, such as updating road markings and clearing vegetation.

At the programme’s inception, 94 sites were planned. However, 4 of those sites were withdrawn due to further planned developer works and upgrades made through WSCC Active Travel projects.



Third Year Programme

Plans and preparations for the third and final year of the HRP are now in progress, focusing on upgrading the remaining sites, which will primarily be located along the coastal regions of the county.

Key areas include 6 sites planned within Chichester, including the junction of Southgate, Chichester, located adjacent to the Bus Station and Train Station. As well as Bognor Regis, Felpham, Littlehampton, Lancing and Worthing. With some final sites left to deliver in Burgess Hill and Crawley. In total, 27 sites will be completed in the 2025/26 financial year, comprised of 3 junctions and 24 signal-controlled crossings.

    The traffic signal equipment previously deemed obsolete at Market Road near Eastergate Square in Chichester and Worthing Road, Littlehampton are now complete. The upgrade includes the installation of energy-efficient LED signal heads with straight poles that provide improved visibility for motorists.

    West Sussex County Council will be refurbishing the existing traffic signals crossings on Market Road, near Eastgate Square/The Hornet, Chichester as part of the ongoing Halogen Replacement Programme. All obsolete equipment will be replaced with the latest technology including low energy LED signal heads.

    The works will begin from Monday 31 March to Friday 4 April 2025 between 9:30 am - 3:30 pm. Two - way traffic management will be in place along with bus stop outside Turner's Pies will be suspended. Pedestrian access will be maintained at all times. Deliveries directly onto a property or driveway will not be affected. If the delivery is to be on street, then the driver will not be able to park in the barriered works area but will otherwise be able to deliver any portable packages direct to the property. Follow Causeway one.network .

    As with all work on the Highway, it is subject to suitable weather; inclement weather may delay progress.
