Summary of proposals

We are proposing a series of improvements around West Parade in Horsham. As well as making walking, wheeling and cycling safer and more convenient, particularly for shorter journeys, the proposals are also designed to help keep traffic flowing.

About the proposals

The proposed improvements extend along West Parade and on North Parade in Horsham, between Wimblehurst Road and Hurst Road. The proposals include:

  • Upgrading the existing uncontrolled pedestrian crossing on Wimblehurst Road to a signalised crossing to make it safer and easier to cross

  • Providing cycle detection technology at signals to sense people cycling on West Parade and Wimblehurst Road and improve their journey times

  • An advanced stop line and waiting area for people cycling westbound on Wimblehurst Road

  • Installing a cycle contraflow facility, island and dedicated cycle signal on West Parade – this will protect people cycling and provide a more direct route from east-west. In order to create space for the cycle lane, two parking bays would be removed and a disabled bay relocated

  • Installing a signalised pedestrian crossing on North Parade (south of Hurst Road)

  • Traffic signal upgrades to new, more efficient technology linking both Hurst Road/ North Parade and Wimblehurst Road/ North Prade junctions

  • Introducing a 7.5t vehicle weight limit on West Parade

Traffic impacts

Initial assessments have been conducted to evaluate the current functioning of the junction in terms of traffic volume during peak times, signal timings and queue lengths, based on on-site traffic counts. The proposed changes to the junction have been analysed using computer modeling software to predict how it will work once built.

The implementation of advanced real-time computer optimisation technology is expected to help the traffic lights work more efficiently. The installation of the latest detectors and software would ensure that traffic flows are maintained as efficiently as possible to counteract the introduction of the additional facilities.



Wider context

The scheme would complement wider proposals for a corridor of improvements in Horsham that include cycleways, traffic calming measures and bus priority measures along Rusper Road between Mowbray and Horsham town centre and along A281 Guildford Road between Broadbridge Heath and Horsham town centre. By linking the proposals, all three schemes would deliver a direct route into the town centre and contribute to an integrated network of active travel infrastructure across the town. These roads are also important for connecting the growing communities of Broadbridge Heath and Mowbray with Horsham town centre.



Previous consultation

The Horsham Transport Improvements Survey (opens in new window) sought views on walking and cycling improvements being considered at three locations in Horsham. The feedback received also helped to identify key constraints and issues, as well as opportunities and ideas for West Parade. We are now seeking feedback on the detailed design proposals and your feedback will help inform the final designs.

As part of the consultation, we will be hosting two events for you to learn more about the proposals, meet the project team, and ask them any questions you may have.

Funding and next steps

Following the close of the consultation, all responses will be analysed and used to help us decide the next steps for the scheme. We will publish a consultation report in due course to present the results of the analysis and show how feedback has been considered. If the scheme progresses, we will look to identify suitable funding to enable delivery, which could potentially include a contribution from central government.

Subject to the outcome of this consultation, scheduling of the proposed works is due in 2026/27.
