    What is the Place and Connectivity Programme?

    The Burgess Hill Place and Connectivity Programme (PCP) sits within the Mid Sussex Growth Programme and is considered as one of the most ambitious programmes in the region. The programme continues to attract significant investment from both private and public sectors, transforming Burgess Hill through the delivery of 5000 new homes and new commercial space, and through supporting social, education, highway, transport, and public realm infrastructure. The PCP has already delivered approximately 11km of off-highway and Public Rights of Way pedestrian and cycle improvements through the Growth Deal’s partnership work with Mid Sussex District Council (MSDC). Further improvements, such as more mobility corridors through Homes England, flagship Northern Arc and further PCP phases, are being delivered by West Sussex County Council (WSCC) in 2022/23. It will also unlock new high value jobs in technology-led industries through the construction of a network of new and improved pedestrian and cycle routes linking key destinations and activity generators.

    Mid Sussex is already experiencing the benefits of the programme with the £23 million A2300 Dualling scheme open to the public. The project, which was unveiled in April 2022, provides significant highway capacity and safety improvements between major growth areas including Homes England-led Northern Arc and A23 corridor.

    Through £2.1m Local Government Funding, the PCP also supports the design and delivery of additional pedestrian, cycle and Public Right of Way improvements within the corridor. Therefore, enhancing the connectivity between strategic development sites and pedestrian and cycle network within the town including:

    • A2300 Additional Pedestrian and Cycle Links

    • Burgess Hill Western Gateway, Burgess Hill Station and Wivelsfield Station Improvements

    • Victoria Business Park Access and Connectivity Improvements

    • Church Road and Church Walk Public Realm Improvements.

    Who is delivering the project?

    As part of the wider partnership delivering the Mid Sussex Growth Programme and the Burgess Hill Place and Connectivity Programme, West Sussex County Council are the lead authority for the Victoria Business Park access and connectivity improvements scheme. 

    Why was the scheme required?

    West Sussex County Council has identified that the county requires significant investment in new infrastructure to help stimulate economic growth, with Burgess Hill as a key growth location. The Mid Sussex Growth Programme will deliver new homes, jobs and new business space and the Place and Connectivity Programme will deliver the key pedestrian, cycle, public transport and public realm improvements to support the planned growth. 

    To support the aspiration of the Town-wide Strategy and Neighbourhood Plan to improve walking and cycling links because it is the major employment area in Burgess Hill and therefore a key location for trip generation. The proposals have been developed to create better links within the business park itself and to / from adjacent areas and to enhance links to existing and proposed cycle facilities including the Western Gateway, Burgess Hill Town Centre and the ‘Green Circle’ route running roughly parallel to the A273.

    How is the scheme being funded?

    Investment: The active travel investment in Burgess Hill is through a 2019 Local Growth Fund grant via central government for the delivery of infrastructure to support the wider planned growth in Burgess Hill and a subsequent WSCC Key Decision approving funding to progress preliminary and detailed design for the Place and Connectivity Programme.

    Why is the money not being spent on road improvements?

    The funding for the Victoria Business Park Improvements scheme was awarded as a Local Growth Fund grant from the Coast to Capital Local Enterprise Partnership. The funding was specifically for the delivery of pedestrian and cycle improvements in Burgess Hill, to support the planned development within the Mid Sussex Growth Programme. The funding agreement requires the grant funding to be spent on the projects identified within the Place and Connectivity Programme and therefore, cannot be used to correct road issues in the area.

    What stage is the project at?

    Preliminary designs: To ensure the proposals meet the needs of the residents, visitors and businesses in Burgess Hill, the current preliminary designs reflect the feedback from the 2020 engagement concept designs and have been developed in further detail to allow for meaningful engagement with the local community and capture feedback to influence the progression of detailed designs for construction.

    The scheme focuses on improved pedestrian and cycling facilities to encourage sustainable travel modes, facilitate modal shift and enable better management of peak demands.

    How will the public engagement work?

    How will the engagement feedback be used?

    All feedback will be analysed and reviewed by the design team. The engagement feedback will be used by the design team to influence the detailed design stage and ultimately a decision on the final scheme

    Who has been engaged to date?

    In this process WSCC have already engaged with the following key local stakeholders, Mid Sussex District Council (MSDC), Burgess Hill Town Council (BHTC), Burgess Hill Business Parks Association (BHBPA) in respect to the current proposals, who all support the recommended designs.

Walking and Cycling

    Will the improvements access for cyclists and pedestrians

    The scheme will focus on improved pedestrian and cycling facilities to encourage sustainable travel modes. Delivering the infrastructure allowing for comprehensive pedestrian / cycle access between Burgess Hill rail station and town centre, the business park and via the Green Circle to the Hub and Brookleigh employment areas, centre for outdoor sport and wider strategic locations.


    What provision has been made for cycling and walking?

    Improvements will feature improved pedestrian and cycling facilities through out the business park with clearly marked shared use space and improved crossing facilities at all key junctions. These plans meet current design standards for width of shared use facilities and we have worked closely with designers and safety advisors to maximise safe use of these spaces.


    Will the roads become narrower to accommodate the new cycle lanes?

    To accommodate the shared use routes the proposals are for vehicle lanes in various locations within the business park and the kerbs around some junctions are narrowed to allow for increased footway width. Robust design and safety auditing has been undertaken, working with current size constraints to ensure traffic flow will remain unimpeded.

    Does the scheme comply with cycle guidance?

    These plans meet current design standards for width of shared use facilities. We have worked closely with designers and safety advisors to maximise safe use of these spaces and reflect the County Council Cycle Design Guidance and national good practice.

    The Local Transport Note 1/20 provides guidance to local authorities. As with most urban locations it is not always physically possible to provide facilities for all cyclists dependent on their levels of ability. This was taken into account in relation to width constraints identified, within the extents of the scheme, that did not allow for meaningful lengths of segregated facilities. We have worked closely with designers and safety advisors to maximise safe use of the available space and this will continue to be monitored.

    What will the scheme deliver?

    The Place and Connectivity Programme proposals to deliver a network of improvements through the business park and crucially, connect the business park to the wider Place and Connectivity Programme network delivered by WSCC and Mid Sussex District Council through Place and Connectivity Programme Phase 1 Burgess Hill Town Centre.

    What does the schemes include?

    • Improve and widen of existing links, including existing Public Rights of Way to provide shared use pedestrian and cycle links into the Business Park from adjacent land uses;
    • Widen existing footways adjacent to key routes within the Business Park to provide shared use pedestrian and cycle routes;
    • Provide dropped kerb and cycle infrastructure for safe, continuous movement across side road junctions;
    • Improve links and crossings to the London Road and A273 Jane Murray Way to provide connectivity to the wider area including the Green Circle, Burgess Hill town centre and Railway Station and Townwide Green Links.
    • Enhance the accessibility to bus stops of employees of the business park and for residents in the surrounding area.
    • The proposals would seek to minimise the impact on the existing parking provision within the Business Park. However, there are likely to be some areas where some restrictions would need to be considered to ensure the safety of pedestrian and cycle users. These would be investigated through subsequent design.


    Will there be alterations to parking spaces?

    • Various locations include proposed unrestricted parking bays and parking restrictions to assist traffic flow.
    • Locations proposing no waiting at any time restrictions to improve access to local businesses
    • Proposed extension to no waiting at any time restrictions to allow cyclists to join/leave proposed new facility more safely including improved visibility

    How does this scheme fit in with wider plans for the town?

    The Victoria Business Park Access and Connectivity Scheme is phase 2 of the Burgess Hill Place and Connectivity Programme.

    Phase 1 involved Mid Sussex District Council and West Sussex County Council successfully deliver approximately 15km of new and improved sustainable transport routes both on and off the highway together with bus stop and real time information upgrades at over 30 bus stops in Burgess Hill. 

    Phase 2 would deliver the infrastructure allowing for comprehensive pedestrian / cycle access between Burgess Hill rail station and town centre, the business park and via the Green Circle to the Hub and Brookleigh employment areas, centre for outdoor sport and wider strategic locations.

Design

    Which Design Standards and Guidance were used?

    The schemes were designed to current relevant standards, guidance and best practice as appropriate.

    Highway design (both preliminary and detailed) and any associated supplementary documents were prepared to deliver the key objectives and in accordance with Design Manual for Roads and Bridges (DMRB), additional/complementary West Sussex County Council (and others) design guidance as needed (including Manual for Streets 2, the West Sussex Cycling Design Guide and in consideration of government guidance on pedestrian and cycle infrastructure/Local Transport Note LTN1/20) and any other relevant guidance issued by the DfT and Local Enterprise Partnership. They also follow the WSCC’s Record of Practices (RoPes) and appropriate Quality Assurance processes (IS0 9001) of relevant H&T Framework Contract service providers.
