Dear Colleagues,

You may be aware that the Local Authority is shortly due to receive a joint visit from Ofsted and the Quality Care Commission (CQC) to carry out a Local Area SEND Inspection. As part of the inspection Framework, we are required to share data regarding all children and young people who are placed on a reduced timetable AND have an EHCP or are in receipt of SEN support.

To gather this information, I would kindly request that schools please complete this online survey at your earliest possible convenience. This includes details of each young person who has an EHCP or is in receipt of SEN support and is currently placed on a reduced timetable. The DFE consider the definition of a reduced timetable to be “circumstances where the total hours offered to a pupil are less than that of the majority of their peers”.

As we do not know when the inspection will take place, we will be requesting this information on a half termly basis and would be most grateful for your support in sharing data as promptly as possible.

Whilst this particular data gathering exercise is being carried out, in order to fulfil the requirements of the Local Area SEND Inspection, it is prudent to draw your attention to a longer-term project which is currently underway, whereby a working group comprising of a variety of teams across the West Sussex Children, Young People and Learning directorate, alongside representatives from volunteer pilot schools, has been formed to explore the area of reduced timetables.

The aim of the group is to:

  • Identify children and young people who are placed on reduced timetables.
  • Understand the reasons for this/challenges faced by schools and young people.
  • Identify what is working well and share good practice.
  • Consider what further Local Authority support may be required.

The group is currently working on the first action and looking to see how this information can be collected in an as meaningful and non-onerous way as possible.

Therefore, whilst we are required to gather the relevant information in the immediacy for the purpose of the Area SEND Inspection, the longer term aim of the working group is to develop an effective mechanism for schools to easily share information which can then be used in a meaningful and collaborative way, to identify challenges and support schools, young people and their families where reduced timetables have become necessary. Further information on this project will be shared moving forward.

Thank you for your support.
