Community Owned Renewable Electricity Generation

I'd love for it to be a lot easier for communites to work together to establish community-owned electricity generation.   Currently there are significant constraints that make it all but impossible to get such schemes off the ground.   What could the council be doing to make it easier for such schemes to be viable?
