Tell us your thoughts on suggested Pothole reporting tool - Quick fixes

Please provide your thoughts on moving the map to the top of the reporting tool and allowing reports of all pothole sizes.  This would prevent customers taking the time to complete lots of information to find that 1. Issues have already been reported and 2. find they cannot proceed with reporting potholes that are small.
