Active Travel to School Improvements - Engagement March 2026
Introduction.
Across West Sussex, we're taking steps to make walking, wheeling, and cycling to school easier and safer for children.
The schemes have been developed using pupil plot data and desire lines to determine the principal routes pupils take and to identify locations where physical or perceived barriers to walking and cycling exist.
These locations have been selected and prioritised through the Active Travel to School (ATS) internal assessment process, which considers enquiries received, risk scoring, and the potential for improvements to enhance safety and promote sustainable travel. The project will also be subject to the Highways internal moderation process prior to any final approval.
Your feedback on these plans is vital to help us finalise the designs.
Scheme Objectives.
These Active Travel to School schemes aim to improve safety and accessibility at the school gate:
Proposed package of highway improvements intended to support Active Travel on the school journey at
Blackbridge Lane, Horsham (Arunside Primary School & St John’s Catholic Primary School) .
- Enhancements to the existing uncontrolled crossing points to improve safety and visibility for pedestrians.
- Improved footways, including localised widening and resurfacing, to provide additional space and clearer sightlines for people walking to and from local schools.
- Installation of bollards in targeted locations to protect pedestrians and prevent unsafe vehicle movements onto the footway.
Proposed package of highway improvements intended to support Active Travel on the school journey at
South Bersted CoE Primary School, Church Lane, South Bersted, Bognor Regis PO22 9PZ.
- · Improvements to the uncontrolled crossing points on Orchard Way, Church Lane, and South Bersted Street.
- · Footway widening to increase visibility and create more space for pedestrians at key crossing locations.
- · A shared‑surface link to connect with the existing local cycle network.
- · Bollard installation to protect crossing points and prevent unsafe vehicle movements over the footway.
- · Upgrading an existing uncontrolled crossing to a Zebra Crossing, providing clearer priority for pedestrians.

Scheme Timeline
At this stage we are seeking engagement to support taking these proposals to a final design stage. Then further scheduling of the improvement work is subject to stakeholder consultation, funding and delivery scheduling.
Funding and Next Steps
At this early stage of the design a detailed costing exercise has not yet been carried out. However, we expect the scheme costs to be in line with similar schemes being delivered across the country.
The funding for developing these schemes has been provided by Active Travel England, which is an executive agency set up by central government with responsibility for improving walking, wheeling and cycling routes in the UK.
Additional funding will be sought to implement the proposals based on final design costs following this consultation.
We will carefully consider comments received during the consultation and all feedback received will inform the detailed design for the schemes. We will document this process and publish the results in a consultation report.
