Active Travel to School (School Streets - Phase Two) Improvements - Engagement June 2025

Introduction.

Across West Sussex, we're taking steps to make walking, wheeling, and cycling to school easier and safer for children.

Our proposed improvements build on the success of our School Street Trial, which we ran in 2023 and made permanent in 2024. That trial helped us understand local travel habits and encouraged more active ways of getting to school. We also learned a lot from engaging with pupils and the wider school community.

These new proposals aim to further improve school travel, reflecting the changes in habits we've already seen. Your feedback on these plans is vital to help us finalize the designs.

Scheme Objectives.

These Active Travel to School schemes aim to build on existing 'school street' locations and provide safety, continuity and usability improvements for pedestrians and wheelchairs, scooter users and cyclists around the school gate or on the journey to school by:

Phase 1 - Building on 23/24 School Street provision with:

  • Proposed installation of build outs with improved crossing facilities at Thomas a Becket Junior Schoo(External link)l on junction of Wiston Avenue and Glebeside Avenue. Build out and footway improvements along Glebeside Avenue to create gateway to existing 'School Street' restriction. (Thomas A Becket Junior School, Worthing, see design 3)
  • Proposed improvements to pedestrian crossing points along Swiss Gardens Primary School,(External link) verge hardening to widen footways, removal on some pedestrian guard railings and installation of bollards to improve the built environment and to create visual gateway within existing 'School Street' area. (Swiss Gardens Primary School, Shoreham, see design 2)
  • Proposed improvements to junction of Jarvis Road and Herington Road by widening of pathway and reducing road width through a build out to create a priority give-way on the location where the school street restriction starts. This will create a visual gateway on approaching Arundel Primary Schoo(External link)l along Jarvis Road highlighting the school street restriction. A supporting raised table between Herington and Pearson junctions and dropped kerbs to support crossing in safe locations as well as bollards to reduce pavement parking on junctions of Herington Road. Scheme Timeline

The scheduling of the improvement work is subject to stakeholder consultation, funding and delivery scheduling.

Funding and Next Steps

At this early stage of the design a detailed costing exercise has not yet been carried out. However, we expect the scheme costs to be in line with similar schemes being delivered across the country.

The funding for developing these schemes has been provided by Active Travel England, which is an executive agency set up by central government with responsibility for improving walking, wheeling and cycling routes in the UK.

Additional funding will be sought to implement the proposals based on final design costs following this consultation.

We will carefully consider comments received during the consultation and all feedback received will inform the detailed design for the schemes. We will document this process and publish the results in a consultation report.

    Background:

    Following considerable engagement with Chesswood Junior School and Davison Girls school, the County Council has identified the following crossing improvement that supports its approach to active travel. The proposed scheme aims to:

    • Make walking to school, work and leisure activities more attractive
    • Improve health and wellbeing by removing barriers and offering active travel choices
    • Broaden travel choices by offering safer, quick and easy walking options, particularly for short journeys
    • Improves access to public transport
    • Supports zero emission journeys and reduce reliance on car travel


    This proposed is being developed by the Local Transport Improvements Team and is part of a its approach to improving safety and behaviours at the school gate.

    The proposed scheme will help create links with local communities and encourage walking to and from school and address concerns for pupil safety crossing at this junction.

    WSCC is now seeking views from the local community to gather data and feedback on how this scheme would be received if the proposed changes were to go ahead.


    Aim: 

    To provide a safer crossing point for pedestrians to access routes to Chesswood Junior school, Davison Girls School, Schools north of the railway line via the pedestrian footbridge including St Andrews High School and Springfield Infant School.

    To improve crossing safety East to West along Chesswood Road over the Ladydell Road junctions and North to South routes to work, leisure and residential areas.


    Proposal:

    We are proposing a formalised crossing on all four arms of the crossroads (Ladydell Road and Chesswood Road). This will improve the accessibility and connectivity for North - South and East - West journeys. We are also improving the cycling facilities on the carriageway by providing Advanced Stop Lines (ASL) at each arm of the crossing. 


    Delivery Date Confirmed:

    Delivery is due to start 21st July 2024 and will take 9 weeks.

    To provide a safer crossing point for pedestrians to access routes to Lavant Primary School, the allotments, the church, local public rights of way, and public transport stops.


    Proposal:

    We are proposing a formalised crossing on Midhurst Road (A286) to help improve the accessibility and connectivity to and from Lavant Primary School, the allotments and St Nicholas's Church. We will be removing the traffic island to provide a one stage crossing. This will be accompanied with three street lights to ensure the traffic signals are illuminated appropriately.


    Delivery Date Confirmed:

    Work is due to start on 3rd June 2024 and will be completed by 10th July 2024
