Student getting on bus

Overview:

Each year local authorities are required to consult young people of sixth form age and their parents as well as other stakeholders on the Post-16 Transport Policy Statement before it is finalised.

The Post-16 Transport Policy Statement outlines the help that might be available through the County Council, schools, colleges and transport operators to help young people of sixth form age and young adult learners aged 19+ who have an Education Health and Care Plan (EHCP) to get to school and college. It includes information about:

  • fares and concessions;
  • the Council’s home to school/college transport policy for learners with special educational needs and disabilities (SEND); and
  • contact details for schools and colleges.

In addition, the consultation into the proposed introduction of a travel assistance policy for post-19-year-olds with an Education, Health and Care plan (EHC plan) aims to recognise SEND Post-19 learners as adults in education and identify necessary transport needs in line with Department of Education Guidance, specifically our duty relating to section 508F of the Education Act.

West Sussex County Council actively encourages young adults to participate in education and training, it is expected that most adult learners will make their own travel arrangements and meet the cost of those arrangements. However, with the introduction of the proposed policy, the Council may conclude that it is necessary to make such arrangements for the provision of transport, consequently we anticipate better outcomes for the learner that will aim for or enable a learner to travel and live as independently as possible.

West Sussex County Council will now commence a period of consultation on the proposed policy. We would be grateful for any thoughts and comments you may have on this proposed policy, which if adopted would commence in the 2025-26 academic year.

You can find out more about the Post-16 Transport Policy Statement and the Travel assistance policy for post-19-year-olds with an Education, Health and Care plan (EHC plan) in the 'Documents' box to the right.

The aim of this consultation is to:

  • Check that the Draft Post-16 Transport Policy Statement and related information is complete, clear and accurate. The Policy Statement is written using the Department for Education's template. We would therefore like to gather views from young people, parents and other interested parties about the draft Policy Statement.
  • Check that the Draft Travel assistance policy for post-19-year-olds with an Education, Health and Care plan (EHC plan) and related information is complete, clear and accurate.
  • Seek the views of young adults, parents and other interested parties on the proposed Travel assistance policy for post-19-year-olds with an Education, Health and Care plan (EHC plan) which has been written using the Department for Education's statutory guidance for local authorities.
