West Sussex Pension Fund Investment Strategy Statement Consultation
Overview
The West Sussex Pension Fund is part of the Local Government Pension Scheme (LGPS), providing retirement, death, and disability benefits to over 90,000 current and former employees of nearly 380 employers including county, borough, district, parish and city councils, as well as schools, academies, charities and non-profit organisations.
As a long-term institutional investor and steward of members’ assets, the Fund serves a broad group of stakeholders including scheme members, employers, local taxpayers, and regulatory bodies. Its primary objective is to ensure that benefits are paid as they fall due, while maintaining stable and affordable contribution rates for participating employers and delivering value for money through efficient administration and governance.
To achieve these objectives, the Fund operates within a clearly defined governance framework and a long-term investment approach. It manages a diversified portfolio of assets—including equities, bonds, property, and alternative investments—designed to balance risk and return over time. Responsible investment principles are embedded within decision-making, reflecting the Fund’s commitment to environmental, social, and governance (ESG) considerations, alongside its fiduciary duty. By aligning investment decisions with long-term sustainability and financial resilience, the Fund seeks to protect and grow the assets entrusted to it on behalf of members.
A central document underpinning this approach is the Investment Strategy Statement.
Investment Strategy Statement
The Investment Strategy Statement sets out the Fund’s investment objectives, risk appetite, asset allocation, and governance arrangements, providing transparency and accountability to all stakeholders. It is important because it formalises how the Fund manages risk, responds to market conditions, and integrates factors such as climate risk and stewardship into its strategy. The Investment Strategy Statement also ensures compliance with regulatory requirements and supports informed decision-making by clearly articulating how the Fund aims to achieve its long-term funding goals while safeguarding the interests of members and employers alike.
The draft statement can be downloaded from the link at the side of the page or here (opens in new window).
