West Sussex County Council's (WSCC) Highways Team has undertaken a review of the traffic movements in Broadbridge Heath Neighbourhood Centre Car Park, Bus Gate and Sargent Way. It has shared information with the Planning Authority (Horsham District Council) and the Parish Council (Broadbridge Heath Parish Council). The traffic survey summary for 2023 and 2024 is available on the right hand side widget on this page - Supporting documents.

The review of this data has confirmed previous surveys that there is an inappropriate level of traffic movements through the Neighbourhood Centre Car Park, and also 'through' traffic vehicle movement using Sargent Way.

The Highway Authority, working in co-operation with the landowner of the Car Park, has recently received permission to allow alterations to the car park layout to form a permanent barrier to prevent the the through movement of traffic, the plan for this barrier is shown below:

Sargent Way road closure with emergency access gate. The image above shows two options - East or West for closure along with permanent bollard segregation of the Broadbridge Heath Neighbourhood Centre Car Park.

WSCC will also be re-establishing the Bus Gate Camera Enforcement. There is a concern from residents, that the combination of the above two changes may give rise to an increase in Traffic on Sargent Way and the Highway Authority has been requested, by the Parish Council and local residents, to address this routing issue with a potential permanent road closure. In addition, other issues raised related to Sargent Way included (but were not limited to), continued HGV routing issues with damage to verges and signs and vehicle speeding.

It is not part of this consultation to examine further HGV interventions and speeding issues, as surveys have shown that resident perception is not reflected in actual measurement. However, not withstanding this, it is the view of the County Council that a permanent closure would undoubtedly help address these issues as a consequence of removing the through movement around Sargent Way.
